Directions:  The Excise and Licenses office is located on the 2nd floor  (Room 2.H.9) in the Wellington E. Webb Municipal Office Building which is located
on the corner of 14th and Bannock Streets.  The office is just north of the City and County Building and north of Civic Center Park at Colfax Avenue. Office hours are: 7:30 a.m. to 4:00 p.m., Monday through Friday.

 Social Room (3 classes) Minimize


Required: In order to operate a social room, a license is required. There are three classes of social rooms. A social room is an establishment, facility, or room which offers or provides amusement, entertainment or recreational or social activities of any kind for remuneration. No alcohol is served. An exemption is provided for a non-profit tax-exempt organization and where attendance is restricted to members of the organization and their guests. A license is not required for a governmental agency.

A standard social room is a social room that operates between 8:00 a.m. and 12:00 midnight.   Patron dancing may be permitted, but no entertainer shall dance with a patron or guest.

An after hours social room is a social room which operates between the hours of 8:00 a.m. and 5:00 a.m. Patron dancer may be permitted, but no entertainer shall dance with any patron or guest. No one under 21 may be employed without parental approval or approval of the director.

An after hours restaurant is a restaurant in which entertainment is provided and in which patron dancing is permitted but is incidental to the primary business. No entertainer shall dance with any patron or guest. No one under 21 may be admitted between 5:00 a.m. and 12:00 noon.
An after hour restaurant may not be located on the same premises with any establishment licensed under the Colorado Liquor Code or the Colorado Beer Code, provided, however, that an after hours restaurant may share such facilities that are unrelated to the provision of entertainment as the director may by rule determine.

At the public hearing, testimony and exhibits may be introduced which concern whether the neighborhood needs and desires the license and the effect the issuance of the license would have on the health, welfare, or morals of the neighborhood.

Inspections Required: Building, Fire, Zoning, Health

Fees: Application fee for Standard Social Room: $500

License fee: $750

Application fee after hours social room: $1000

License fee: $1500

Application fee after hours restaurant: $1000; License fee: $1500
A complete Background Investigation will be completed ($16.50)
