What is the Ryan White CARE Act? The Ryan White CARE Act (Comprehensive AIDS Resources Emergency Act) is federal legislation created to address the health care and service needs of people living with HIV and their families in the United States and its territories. It was enacted in 1990 and reauthorized in 1996.

Who is eligible to receive CARE Act services?
People Living With HIV (PLWH) and their families may be eligible if they have proof of HIV status from a physician and if they qualify for services through health care and service agencies that receive CARE Act funds. Various factors are considered including income level, individual need and availability of other sources of funding.  To determine whether a person or family is eligible for CARE Act services, inquire at an agency that is currently funded through the CARE Act, available on the (insert address) current grants page.

What CARE Act funds are available through MOHR?
The Denver's Office of HIV Resources administers Title I and II funds that are awarded to the Denver Eligible Metropolitan Area (DEMA).

What are the Titles of the CARE Act?
Title I provides emergency funding to metropolitan areas that have at least 2,000 cumulative AIDS cases. The Denver Eligible Metropolitan Area (DEMA), which includes the counties of Denver, Jefferson, Arapahoe, Douglas and Adams, became eligible to receive Title I funding in 1994.
Title II enables states and territories to improve quality, availability and organization of health care and support services to individuals with HIV and their families.
Title III supports primary health care and early intervention services for people living with HIV through direct grants to service organizations.
Title IV supports research and services for children with HIV and their families.
Part F funds the AIDS Education and Training Centers (AETC), Special Projects of National Significance (SPNS) and the HIV/AIDS Dental Reimbursement Program.

How does an agency apply for CARE Act funds?
Title I and II funds are available through a grantmaking process conducted by DOHR once a year. Requests for Proposals (RFPs) are released annually in mid-November. The grant period is for one year beginning in March.
