Adopted plans express the community vision and zoning is the legal means of implementing adopted plans. The Zoning Code Update seeks to bridge the gap that exists between current zoning and recently adopted plans such as Blueprint Denver.
 
Denver citizens called for reform of the City’s Zoning Code in the 1989 Comprehensive Plan. This message was repeated in the Denver Comprehensive Plan 2000.  Blueprint Denver (2002) provided the vision and initial strategy to begin this effort.
 
The complexity of the current zoning code makes it difficult for property owners to easily identify what is allowed to be built on a given property. That complexity can make doing quality development more difficult and raises the cost of doing business in Denver by requiring lengthy study of our unique and cumbersome zoning code.

Phase III has begun!

Since late August 2007, when Community Planning and Development received positive public reception to its preferred approach to updating the Denver Zoning Code, the staff, consultants, and members of the Zoning Code Task Force have been working to:

 

  1. Test and refine key elements of proposed, new residential zoning and design standards.
  2. Improve user-friendliness of the Zoning Code chapter of the Denver Municipal Code by creating a brand new format and 21st century look.
  3. Reduce the nearly 100 different procedures in the existing Zoning Code.
  4. Refine the current permitted use tables to ensure the City is adequately capturing and facilitating modern-day business uses and residential development models.
  5. Research and analyze best zoning practices for treatment of nonconforming uses, especially the permitted ranges of allowed expansion and alteration.
  6. Technical research and work also continues on refining and updating the Zoning Code’s mixed use and other non-residential zone districts.

Public Listening Sessions, Diagnostic Report, and Problem Statements
 
Develop alternative approaches and tools to resolve the issues prioritized in the problem statements.  Refine preferred approaches based upon public input and Zoning Code Task Force and staff evaluation.
 
Phase III:  Drafting New Zoning Code Language - We are here
Develop and test new zoning standards and tools.  Integrate the proposed changes into a new draft Zoning Code.  Engage broad public input at key decision points.
 
Phase IV:  Extensive public review and Adoption of Proposed Zoning Code
The Planning Board and City Council will both provide opportunity for public input and changes to the new Zoning Code prior to adoption.
