Any person who operates a motor vehicle for hire to transport people
Taxicab shall mean a motor-driven passenger automobile used to transport passengers for public hire which has been issued a certificate of public convenience and necessity by the public utilities commission with call-and-demand authority.
If the charges to the customers for riding in a vehicle are charged on a flat rate rather than a meter, then the driver will only be required to take the limousine test. If the vehicle for hire operates on a meter, the driver must take the taxi driver test. The van drivers are required to submit the same documents with their applications as are taxi driver applicants.
